Robert Balousek created a web script just for the PSP to allow you to chat on IRC. It includes a mini-keyboard for input, or you can use the PSP's usual phonepad style.

After enabling Web Browsing on your PSP using the method of your choice, browse to http://www.pspirc.com/. The default IRC server is irc.freenode.net, channel #pspirc, but you can use any that you choose.
