I have no experience with coverloader, so I'm not sure what exactly the problem is there. Try other USB loaders, and if you can get those working, you'll know you're not missing a major component. If you can load a USB backup with NeoGamma or USB Loader GX, you'll know that it can work on your system. After that it's usually just a tweak or two to get an individual app straightened out.
Be aware, though, that not every flash drive will work properly with the Wii. I've got an old external hard drive that works like a charm, but when I try to use one of my thumb drives, I can't read anything off it.
