I don't think you could do it with your PSP, but a flash drive works with Puppy Linux, Link

My intent is to try to boot Damn Small Linux(DSL), or Feather Linux.

Well in that case, you just need a fllash drive with the boot info, and to set your BIOS to boot from USB.
Done and done.
May I ask why?

My mom bought a PC that had no OS installed...

She won't let me use her work laptop, AT ALL.

And its hard to do a lot of stuff w/o access to a PC.

Well if this will help me get that auto.prx file that isn't working quickly, Just run a puppy linux Live CD, then use the install function, and follow the steps to make a LIVE usb. Then boot from USB and it will run fine.
You can then choose to install onto the PC fully.
Or you can do that from the CD.
If you don't have a CD drive on that PC, you can easily do this at the library or sumat

Why don't you just order a Ubuntu cd from shipit for free? Then u will have a good copy with full features, and no not popcorn linux.

Anyways there should be a tut on any distro's website designed to run off usb sticks, just install the files to the root of your memory stick and use your psp as a mass storage device and in bios like 1/-0 said, make it boot from usb first, then using that you can install linux on the hard drive.

9down.com. Get Hiren's bootdisk, and burn a copy. Then place an ISO of the OS in the root directory of the PSP, make sure there is no other data. Boot Hiren's Boot Disk from the boot menu and launch norton ghost. Activate USB mode on your PSP, and let ghost read the image and apply it. It works fine with a flash drive, so in theory it should work with a PSP aswell.
