Emulator help?

I'm running CFW 3.90 M33-3 on a slim and everytime I try to run Dgen, I get an error "The game could not be started (80020148)".
I've put the two files into GAME150 and set my psp to 1.50 kernal mode. What am I doing wrong?

Slim doesn't have access to 1.50 Kernel.

Find a 3.XX, or 1.0 version of Piccodrive, or Dgen.

for sega genesis i like to use dgen v1.7 for slim, idk whats actually better though.
