Sounds like you were using firmware for version 1.50 and deleted the corrupt data (thinking it was bad). Actually, it is supposed to be there. In recovery mode you can disable corrupt icons.

The game won't start without that "corrupt data". Also, to avoid that issue entirely, you can opt to use homebrew for version 1.00.

That corrupt data was a file from the emulator you placed on your memory stick...I believe its the one with the % sign if i'm not mistaken. But if you want an easy way to hide your corrupted icons just use these taglines...

__SCE__
%__SCE__

So as an example i'll use the nesterJ emulator. This is how it should look after placing those tags...

__SCE__NES
%__SCE__NES

staxx has hit it on the nose. Everything he says is 100% accurate, however, while using custom firmware there is an easier way to "get rid" of the corrupted data and make it not appear in the menu. You don't have to use the __SCE__ tags. There is an option in the recovery mode menu that will get rid of them for you ;)

I don't mean to be repetitive but version 3.03 and version 3.03 oe-x are different. Make sure you have the appropriate version because I don't know if your psp has been "homebrewed" or not yet. However, if you ARE on version 3.03 oe-x then I'd suggest changing the homebrew folder from 3.03 to 1.50 in the Recovery Mode.

The games need to be downloaded onto the psp - and usually in the correct place on the psp as well. We can't tell you how to get the games openly in the forum because there are legal issues involved, but if you are looking for games, I can help you figure out how to get them if you send me a private message - I will reply to all PM's usually within 24 hours.
