Kernal mode allows for more RAM to be accessed when running homebrew, and it also allows to write to flash, thus downgrading is possible.

Isn't kernal mode also related to running iso's in some way?
Boy that was stupid, let's do it again!

No a downgrader is possible as long as a way to load unsigned eboots is possible. Kernal mode, although not available using said exploits, can be used through another exploit and then used with the eboot loader. A PSP's firmware doesn't give you automatic kernal access, there need to be exploits found within the firmware to be able to use against it in order to access flash. Remember when 2.01+ didn't have kernal access? They eventually found a way for kernal access in 2.5/6 that allowed for it, thus came the downgrader. It will just be a matter of time, since we already know 2.7+ isn't perfect.
