What would you do if...
Unfortunately, the buildings aren't renting well because they contain health code violations. It will cost you quite a bit per building to clear the violations. The cost of the rent doesn't cover the cost of heating and cooling or maintenance so you would have to raise rent to help pay for the cleanup, but if you raise the rent, many of the current tenants will leave.
There are other property managers interested in leasing the buildings from the city. Despite this you overpower them with your bid and discourage new offers and you eventually win a 99 year lease on the buildings.
After you secure the lease of the buildings you realize that the total cleanup cost could exceed upwards of 1BILLION dollars (more than the buildings are worth).
Do you...
(A) Immediately start on cleanup of the buildings to attract more tenants & pay for it out of pocket & hope to make up the cost with renters over time.
(B) Ask for a permit from the city to demolish the buildings and start over. Unfortunately the liability insurance may cost you as much if not more than the cost of cleanup; but you could redesign the new buildings to maximize profits.
(C) Take out a terror insurance policy then months later with your power and influence you secretly arrange an "incident" which will bring down the buildings abruptly and violently. The terrorist will be to blame. This will cost you next to nothing but many innocent lives will be lost. When the dust settles you immediately begin clearing the debris before a proper investigation can be completed and commence the erection of a new building to maximize profits. You may even be able to get the city to help you pay for some of the cost of the new building.
